Functions and responsibilities
Primary goals Uzgoskhlebinspekciya are:
- control of rational use on a special-purpose designation, maintenance of qualitative safety and reduction of losses of the state resources of grain and products of its processing;
- conducting the regular control over observance of requirements of the specifications and technical documentation and specifications on grain and products of its processing, and also test methods of their quality at acceptance, storage, processing and export-import transactions;
- Development of offers for formation of a state policy concerning improvement of quality of grain and products of its processing;
- rendering of the methodical both practical help and to the enterprises on storage and processing of grain concerning introduction of the specifications and technical documentation, high technologies of cleaning, clearing, drying, acceptance, storage and processing of grain.
For performance of problems Uzgoskhlebinspektsiya assigned to it carries out following functions:
- carries out the state control over quality, safety, rational use of grain and products of its processing, observance of their accommodation appropriate by order, processings, processings, realizations, correctness of conducting their quantitatively-qualitative account, validity of application of norms of a natural loss at storage at the enterprises using the state resources of grain and products of its processing;
- in the disputable cases arising between managing subjects in territory of republic, and also within the limits of the competence at export-import transactions, spends tests on quality of grain and products of its processing and gives out the conclusions, obligatory for physical and legal persons. Conclusion Uzgoskhlebinspektsiya on quality of bakeries is final;
- participates under assignments of the Cabinet in drawing up of food balances, makes offers on quality of grain prospective to purchase, including on import, and also its export;
- hears heads of the enterprises and the organizations, engaged storage and processing of grain of the state resources, concerning quality, safety and its rational use;
- develops, approves and coordinates when due hereunder normative and technical documents concerning quality, safeties, rational use, conducting the account, realization of the technological processes connected with use of grain and products of its processing, including definition of norms of their natural loss at transportation and storage;
- develops and approves when due hereunder the rules of inspection regulating the operating procedure of the main state grain inspectors, and also the form of certificates on quality of grain and products of its processing;
- participates in preparation of the state programs of improvement of quality and rational use of grain and products of its processing;
- finds out circumstances and the reasons of deterioration, losses of grain of the state resources with delivery if necessary instructions on their elimination and informs the Cabinet of Republic Uzbekistan, bodies of the government on places on a state of affairs with safety and use of the state resource of grain and products of its processing;
Uzgoskhlebinspektsiya solves the problems assigned to it and functions it is direct, and also through the territorial divisions, central and regional laboratories.
